I see these in my city, too. Where a huge, heavy picnic table is chained and bolted to the ground. It would take 5 large men to steal it; but apparently it happens or they wouldn't have to do that!! Its sad when a pretty bench like the one you pictured has that chain around it , though. Sort of ruins the whole coolness of it... Have a great 3-day weekend!
Sometimes you have to chain things up so they don't go missing. About a week ago someone in another neighborhood just decided she needed flowers, so she went into some private yards and dug some up. Unbelievable what people will do.
